About the role
- STV is seeking a highly accomplished Project Controls Manager to join our growing Project Controls Department in our New York City office.
- The listed pay range is STV's good-faith salary estimate for this position.

Responsibilities
- Lead integrated cost, schedule, risk, change management, forecasting, and performance management initiatives.
- Develop project controls execution strategies for large-scale infrastructure programs exceeding hundreds of millions or billions of dollars.
- Lead executive-level reviews of project controls metrics and financial performance.
- Lead schedule recovery planning and delay mitigation strategies.
- Lead change management processes involving major program scope, cost, and schedule impacts.
- Provide expert support for claims avoidance, dispute resolution, and forensic schedule analyses.
- Lead executive briefings, board presentations, and program performance reviews.
- Develop long-term client relationships and identify opportunities for expanded project controls services.
- Mentor and develop project controls managers, schedulers, cost engineers, and program controls professionals.
- Support talent acquisition, workforce planning, succession planning, and professional development initiatives.
Requirements
- Bachelor's degree in Engineering, Construction Management, Project Management, Business, Finance, Architecture, or a related discipline.
- 20-25 years of progressive project controls experience supporting major transportation, infrastructure, aviation, transit, water, energy, or capital improvement programs.
- Advanced proficiency with Primavera P6, Microsoft Excel, Power BI, and enterprise project controls systems.
Nice to have
- Master's degree in Engineering, Construction Management, Project Management, Business Administration (MBA), or a related field.
- Professional certifications such as:
- AACE Certified Cost Professional (CCP)
- Planning & Scheduling Professional (PSP)
- PMI Project Management Professional (PMP)
- Risk Management Professional (PMI-RMP)
- Experience supporting major public agencies such as MTA, Port Authority of New York & New Jersey, NJ Transit, Amtrak, DOTs, Aviation Authorities, or similar organizations.
- Experience leading PMO, Program Controls, or Enterprise Project Controls functions.
