About the role

  • THIS IS A GRANT FUNDED POSITION ENDING NOVEMBER 2027.
  • The first review of applications will be on 07/31/2026.
  • This Public Health Workforce Development Program Manager is responsible for enhancing/supporting the health of the organization's culture and well-being of the workforce.

Responsibilities

  • The successful candidate will design, lead, and work with others to implement/facilitate strategies to strengthen workforce recruitment, retention and workforce development initiatives.
  • This position will also support leadership through partnership, consultation, coaching, and mentoring as requested.
  • Builds and maintains relationships with community partners, local agencies, and stakeholders;
  • Develops and manages program budgets, including grant budgets, ensuring efficient allocations of resources and expenditures;
  • Supervises and mentors program staff, providing guidance, support, and professional development opportunities.

Requirements

  • Frequently required to lift, push or pull objects weighing up to 50 pounds.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.
  • Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.

  • Minimum two (2) years of experience developing and implementing recruitment strategies to meet current and future staffing needs across all levels and departments.
  • Minimum two (2) years of experience building and maintaining candidate pipelines through employer branding, job postings, and sourcing channels.
  • Minimum two (2) years of experience designing and implementing retention strategies such as recognition programs, professional development opportunities, and career pathing.
  • Minimum two (2) years of experience tracking and reporting on recruitment and retention KPIs (e.g., time-to-fill, cost-per-hire, turnover rate).

Compensation

  • $65,457 - $91,644 Annually
  • Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • Pay Range is the entire compensation range for the position.
  • Hiring Range: $65,457 - $78,540 Annually
