About the role
- Salary Range: $87,939 - $114,321 Essential Job Functions: (Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.) - Works to achieve departmental goals and objectives.
- Monitors maintenance of HRT assets maintained by external contractors.
- Provides input in the development of annual budget plans for programs, maintenance, capital project, equipment, and goals.
Responsibilities
- Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm.
- Ensure all employees and contractors are properly trained and understand all rules, safety policies, and procedures to perform their work functions safely.
- Actively conduct workplace hazard analyses for all employees to maintain a safe work environment.
- Implements quality control measures.
- Develops and monitors systems for compliance to maintenance procedures and safety rules.
- Assists in the coordination of project activities with other internal departments to ensure their needs and expectations are met with regards to project designs, maintenance, and construction requirements.
- Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
- Maintains a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations.
Requirements
- Must be able to pass federal government background screening process for local military installation access.
- Bachelor's Degree in Business/Management.
- A minimum of five (5) years of progressively responsible experience in the management of Operating and Maintenance functions in a unionized transit, Military, and/or transportation system.
- A minimum of five (5) years project or management and design or design management experience including budgeting, scheduling, change order implementation and contract management experience is required.
- Ensures that each department manager and/or supervisor has activity plans, SOPs, budgets, and test plans as required by HRT and/or local, state, or federal agencies.
- Required Knowledge, Abilities, and Skills essential to Job Functions:

- Training and/or Education:
- Bachelor's Degree in Business/Management. Technical Schooling and certifications in a related field also accepted.
- Required Experience:
- A minimum of five (5) years of progressively responsible experience in the management of Operating and Maintenance functions in a unionized transit, Military, and/or transportation system. A minimum of five (5) years project or management and design or design management experience including budgeting, scheduling, change order implementation and contract management experience is required. Must be skilled in written communication -OR- an equivalent combination of relevant education and experience. [HRT reserves the right to determine the equivalencies of education and experience.]
- Licenses or Certificates:
- Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

Skills
- Ability to communicate effectively in English both orally and in writing; must clearly and fluently speak and read the English language.
- Proven ability to effectively work with others in an operating and unionized environment.
- Knowledge of Operating, Maintenance and Safety Rules and Regulations pertaining to Rail and Systems maintenance.
- Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
- Basic problem-solving skills associated with software applications used is expected.
- Software usage relevant to job duties will be evaluated.
Compensation
- $87,939 - $114,321
- Works with the Director to develop and manage the department budget. Provides input in the development of annual budget plans for programs, maintenance, capital project, equipment, and goals. Adjusts expenditure priorities as necessary.
