About the role

  • Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries.
  • MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
  • The MOCS Director serves as the City Chief Procurement Officer.

Responsibilities

  • Support the development and implementation of existing nonprofit initiatives, including Returnable Grant Fund (RGF), Indirect Cost Rate (ICR) funding, human services timely contract registration, and nonprofit contracting reform.
  • Create project plans and support the coordination and management of those plans, including standard operating procedures.
  • Provide change management support to internal and external stakeholders, including nonprofit organizations and City human services agencies.
  • Support with tasks related to planning, coordination, and preparation of meetings, trainings, and projects.

Requirements

  • Do you have a baccalaureate degree from an accredited college or university?
  • Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

  • Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility:
  • Change management: Flexibility and adaptability while dealing with digital transformations.
  • Communication
  • Communicate effectively across varied stakeholders, many with competing interests; sound judgment and appropriate discretion.
  • Presentation
  • Computer
  • Demonstrated proficiency in Microsoft Office applications; ability to learn, teach, and troubleshoot technical systems.
  • Experience in public policy analysis, City human services contracting, PASSPort, and/or nonprofits.
