Responsibilities

  • Support statewide administration of the Arrest & Return and Interstate Agreement on Detainers (IAD) Programs, including planning, communicating, and implementing operational decisions that meet short-, mid-, and long-term program needs.
  • Ensure fair and consistent application of statewide extradition and detainer policies, providing key partners with equal access to program resources while promoting compliance with federal, interstate, and state statutes.
  • Support budget development and fiscal oversight for the Arrest & Return Program and related activities by analyzing financial data, preparing projections, monitoring expenditures, and identifying cost-efficient operational measures.
  • Provide statewide training, guidance, and expertise to law enforcement, district attorneys' offices, and other key partners through structured meetings, presentations, or seminars to ensure uniform interpretation and execution of extradition and IAD policies.
  • Requires periodic overnight in‑state travel to support program operations and key partners engagement.

  • The Extradition & Clemency Deputy Director supports the Director of Extradition Services in administering and advancing the State of Oregon's extradition, detainer, clemency, and international prisoner transfer programs.
  • Through this work, the Deputy Director helps provide leadership, guidance, and consistency for statewide law enforcement partners and ensures the effective execution of the Governor's statutory authorities in extradition and clemency.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills
  • Financial and Budget Analysis Proficiency: Measurable experience preparing budget projections, monitoring expenditures, identifying cost‑saving opportunities, and ensuring fiscal accountability in a programmatic setting.
  • Proven ability to handle confidential and politically sensitive information with diplomacy and sound judgment, evidenced by reliable decision‑making and adherence to confidentiality protocols.
  • Maintain and oversee restitution and extradition-related databases, including transport entries, reimbursements, repayment tracking, and preparation of required performance measures for legislative reporting.

  • A valid Oregon Driver's License and successful completion of a background check are mandatory.
  • Consistent and reliable attendance is essential to meet operational and statutory deadlines.
  • May be appointed to serve on boards or commissions representing the Governor's Office or program interests.
  • This position is eligible for on-site, in-office work will be required.
