About the role

  • In partnership with stakeholders, formulate and pursue strategies for structural prevention of fraud and scams in San Francisco[LB1].
  • Coordinate with the Communications team on regular prevention messages via email, social media, and other outlets.
  • Work closely with the Research Director to collect and interpret data on StopScamsSF's performance for assessment and to inform ongoing programmatic improvements.

Responsibilities

  • Provide project management and maintain momentum for EJC's StopScamsSF initiative.
  • Maintain up-to-date research on best practices for scam prevention and response, with a particular focus on our priority audiences of seniors, youth, and immigrant communities.
  • Develop and implement a plan for ongoing monitoring and response.
  • Work closely with the Community Engagement Specialist to engage in community listening, support a community panel, and translate findings into action for our priority audiences.
  • Convene a table of partners (e.g. financial institutions, policy makers, law enforcement) to collaborate on systemic responses.
  • Work with the EJC team to integrate lessons and best practices to respond to community needs and advance EJC's body of work, which includes financial inclusion, financial counseling, asset building, and fine and fee reform.
  • This may include cultivating new partnerships, presenting about our work, coordinating with community partners for policy advocacy efforts, participating in coalitions, and keeping the team apprised of developments.
  • Create resources to assist other cities with replication of effective StopScamsSF strategies.
  • As the entity responsible for safeguarding the City's money, the Office uses this expertise and authority to assist San Francisco residents through award-winning programs and initiatives that help low-income families build economic security and mobility.
  • EJC recognizes that the economy is fundamentally not designed to serve low-income consumers.

Requirements

  • Strong ability to take initiative on new projects and work in a dynamic role.
  • Organized and detail-oriented with excellent time-management skills and ability to follow through.
  • Experience with qualitative and/or quantitative research.
  • Possession of a Baccalaureate Degree from an accredited college or university
  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).

Compensation

  • $126,126 - $153,296
  • This work includes Kindergarten to College (K2C), the first publicly funded universal children's savings program of its kind in the country, now managing accounts for more than 54,000 students in public school.

  • Many of the financial challenges our residents experience stem from racist and structural flaws embedded in the financial system that strip families of wealth and keep them in a cycle of poverty.

  • StopScamsSF is a bold new citywide campaign from the San Francisco Treasurer's Office to stop fraud and scams from draining the resources of residents most targeted by these schemes-especially seniors, immigrants, and youth.
  • The effort combines trusted civic communication, smart scam detection, multilingual education, and free support for victims.
  • StopScamsSF will embed prevention into city websites and financial counseling sessions, launch a rapid alert network, and create a replicable playbook for other cities.
  • By advancing policy changes to tackle fraud at its roots-and leveraging San Francisco's civic infrastructure in partnership with community organizations, the campaign aims to protect public trust, safeguard residents' savings, and strengthen financial security across San Francisco.
  • This position will build on two decades of groundbreaking, applied policy work on issues such as fine and fee reform, socially responsible banking, children's savings accounts, and barriers to financial inclusion.
  • Under current policy, this position supports a hybrid remote work schedule.
  • The incumbent will be required to work a minimum of four (4) days per week in the office.
