Responsibilities
- Develop and maintain workforce planning models that align staffing requirements with mission priorities, operational demands, and funding constraints.
- Support Program Objective Memorandum (POM) planning activities, including data collection, validation, analysis, and alignment of priorities with resource requirements.
- Develop program models incorporating historical trends, workload drivers, resource requirements, risks, and future-state scenarios.
- Develop and update workforce documentation, roles and responsibilities, governance artifacts, standard operating procedures, and organizational guidance.
- Support workforce realignment initiatives and organizational transition activities across CNIC echelons and departments.
- Develop strategic communications products, executive briefings, playbooks, memoranda, taskers, implementation plans, and stakeholder engagement materials.
- Support development of performance metrics, dashboards, and reporting mechanisms that provide leadership visibility into workforce and organizational performance.
- Support the integration of personnel, functions, and responsibilities across organizations undergoing transformation or restructuring.
Requirements
- Minimum 10 years of experience supporting Department of Defense, Navy, or Federal workforce planning, strategic planning, facilities planning, organizational management, or related programs.
- Master's degree in Urban Planning, Public Administration, Business Administration, Organizational Development, Engineering, or a related field.
- Experience with Real Property planning, facilities planning, installation development planning, DD1391 development, master planning, and infrastructure investment strategies.
Skills
- Bachelor's degree from an accredited institution.
- Demonstrated experience leading complex planning initiatives involving multiple stakeholders and competing priorities.
- Knowledge of Navy organizational structures, shore installation management, and resource planning processes.
- Experience supporting senior executive decision-making through data analysis, executive briefings, and strategic recommendations.
- Experience facilitating cross-functional teams and stakeholder engagements.
- Proficiency with Microsoft Office Suite, Power BI, SharePoint, and other collaboration and analytics tools.
- Project Management Professional (PMP) certification.
- Direct experience supporting NAVFAC, CNIC, Commander Navy Regions, or Navy shore infrastructure organizations.
- Knowledge of Navy planning criteria, facility requirements development, and shore infrastructure governance processes.
- Experience supporting Program Objective Memorandum (POM) development and resource allocation decisions.
- Experience leading organizational transformation, workforce realignment, or change management initiatives.
- Experience developing performance metrics, dashboards, and decision-support tools.
Compensation
