About the role
- The Maine Information Technology (MaineIT) group currently has a vacancy for a Systems Team Leader within our Applications Development section.
- The position will supervise a portion of the MaineIT team supporting the Department of Public Safety and the Department of Corrections and others.
- MaineIT is seeking a highly talented individual who will represent our C.A.R.E. values in all that they do.
Responsibilities
- Analyzes user problems and operations to develop functional requirements for a proposed system including cost and time estimates for subsequent phases.
- Designs application systems to develop system design requirements including cost and time estimates for subsequent phases.
- Participates in reviews and walk-throughs of feasibility reports, functional requirements, system designs, program specifications, coding, test plans, and results and documentation packages to minimize system problems and ensure quality control.
- Performs special projects to respond to special needs or to develop procedures and standards.
- Maintain an effective level of Responsiveness by providing timely updates in a proactive manner.
- This is technical work in managing a project team involved in the analysis, design, and programming of various systems and their adaptation to electronic data processing.
- The MaineDOT team provides application development, support, and maintenance of custom applications which aid the management of transportation infrastructure and services in the State of Maine.
- As a Systems Team Leader for the Office of Information Technology / MaineDOT team, you will play a lead and supervisory role focusing on all aspects of applications ranging from smaller, unit-based systems to enterprise-wide database management systems.
- This position manages the staff and supports the MaineDOT applications that make up the Financial and Work program areas of the department.

- Previous experience in Strategic Thinking and Decision Making
- Demonstrated proficiency in long-range application architecture planning and ability to see and manage the big picture.
Skills
- Knowledge of applicable laws, rules, regulations, policies and procedures.
- Knowledge of all phases of the project development cycle.
- Knowledge of system design principles and techniques.
- Knowledge of state of the art application development tools and their applicability to problem solving.
- Knowledge of the capabilities of various computer systems.
- Knowledge of system review, testing, and evaluation methodologies.
- Knowledge of performance review and evaluation principles and practices.
- Ability to supervise subordinate personnel.
- Ability to manage projects.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively.
- Ability to write clearly and effectively.
Compensation
- $76,079.20 - $107,655.65*/Annually (*includes a 14.66% recruitment and retention stipend)
