About the role
- This role oversees a portfolio of complex infrastructure projects, ensuring they are delivered safely, on schedule, within budget, and aligned with organizational priorities.
- This position reports directly to the Chief Development Officer (CDO) and serves as a key member of the development leadership team, driving program initiatives and shaping capital investment strategies through data-driven insights and recommendations.
Responsibilities
- Drive program initiatives, including prioritization, sequencing, and delivery strategies.
- Develop and maintain a forward-looking capital plan, identifying future infrastructure needs based on asset condition, capacity, demand, and strategic priorities.
- Partner with planning, operations, finance, and executive leadership to forecast short- and long-term capital investment requirements.
- Drive consistency in project management standards, tools, and reporting.
Requirements
- 15+ years of experience in capital infrastructure delivery or program management.
- Experience with digital delivery tools and data-driven decision-making.
- The successful candidate must be a city of Philadelphia resident within six months of hire
Nice to have
- Bachelor's degree in Engineering, Construction Management, Architecture, or related field (Master's preferred).

Compensation
- $180,000-$200,000
