About the role
- This project is funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (ECA/A/L).
- As such, the Technical Officer will serve as the primary lia ison for ECA's Domestic Monitoring and Evaluation (DOME) team, contributing to annual project monitoring plans and biannual M&E reporting.
Responsibilities
- Assists with developing proposal strategies.
- OPEN also creates materials to support the English language acquisition of learners and professionals.

Requirements
- Minimal travel may be required to support funder approved conference and outreach activities, or to support overseas engagement with program participants or alumni.
- Maintains database of project indicators and activities, including award-required MODE indicators;
Nice to have
- Master's degree preferred.
- Minimum 4 years of experience including experience teaching or developing curriculum for an EFL audience.
- 6-8 years of experience, including experience with EFL teacher training preferred.
- Experience using Canvas preferred.
- Experience with word processing software and Microsoft Excel required.
- Experience with SharePoint, Qualtrics, and project management software such as Jira preferred.
- Experience planning and executing online events, including the use of online meeting tools such as Zoom, preferred.
- in particular, experience with open licensing using Creative Commons licenses.
Skills
- Proficiency with online tools for content development and monitoring and evaluation;
- Has sensitivity to cultural differences and understanding of the political, contextual and ethica l issues in assigned areas;
- Articulate, professional, and able to communication in a clear, positive manner with clients and staff;
- Must be able to read, write and speak fluent English;
- Excellent organizational and analytical skills;
- Demonstrated proficiency with using Microsoft Office Suite required;
- Ability to analyze and interpret data, identify effor t s and prepare reports;
- Problem Solving & Impact:
- Has no supervisory responsibility.
- Receives methods and procedures on new projects and assignments.
- May provide guidance to other lower-level staff.
Compensation
- USD 68,000 - 88,000 annually
- Drafts Project Monitoring Plans for annual proposals, based on the design and direction set up by technical leadership.
- For internal candidates, salary placement will also follow FHI 360's current promotional increase guidelines.
- Base salary is only one component of our offer.
Benefits

- FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account.
- Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year.
- Paid time off is reduced pro rata for employees working less than a full-time schedule.
