About the role

The role is responsible for implementing strategic planning goals, directing emergency planning, coordinating training and exercises, and ensuring regulatory compliance and response readiness.
Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following.
Supervisor and/or Leadership Exercised: Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Develops, implements, and conducts training programs, seminars, and disaster exercises, with a focus on electric system emergency events including manual load shed, black start restoration, hot or cold weather events, cyber and physical critical infrastructure attacks.
Coordinates and collaborates with multiple stakeholders on interdepartmental and interagency issues, projects, and protocols.
Monitors and evaluates program effectiveness and implements improvement strategies.
Maintains and oversees the electric utility critical load registration process, periodic review, and critical load list in accordance with department policy and applicable regulatory requirements.

Graduation with a Master's degree from an accredited college or university with major course work in a Government, Management, or Emergency Management field may substitute for one (1) year of required experience.
Licenses and Certifications Required:
Certified Emergency Manager (CEM) by the International Association of Emergency Managers or ability to acquire certification within one (1) year of employment.
Working knowledge of FEMA/DOE guidance, state utility commission requirements, NERC reliability standards related to emergency preparedness, and OSHA considerations.
This position requires a valid Texas Class C Drivers' License or the ability to acquire one by your hire date.
City of Austin employees that promote or transfer into driving required positions must meet the City of Austin's Driver Record Evaluation (DRE) requisite.
In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery.

Utility Emergency Management Experience: Have led preparedness, response, and recovery for electric operations (gen/transmission/distribution), including storm, wildfire, cyber, or grid reliability events.
Regulatory & Standards Competence for Utilities: Working knowledge of FEMA/DOE guidance, state utility commission requirements, NERC reliability standards related to emergency preparedness, and OSHA considerations.
Program & Budget Management: Managed emergency management program portfolios (training, equipment, technology), set KPIs, tracked performance, and managed budgets.
Leadership & Staff Management: Experience supervising Emergency Management staff and overseeing high‑pressure activations, including driving measurable continuous‑improvement efforts.

Ability to assimilate and act timely on conflicting, incomplete, and disparate information to meet overall objectives.
Ability to coach and develop subordinate staff.

$121,600 - $156,300 annually, depending on qualifications and experience.

This position is classified as EXEMPT (Salaried). Exempt employees are not eligible for overtime compensation.
