About the role

  • The Business/Systems Analyst will support requirements analysis, process definition, stakeholder engagement, and solution alignment for a large-scale agile software development and platform modernization program supporting the GrantSolutions contract.
  • This role is responsible for eliciting, documenting, analyzing, and validating business needs, system requirements, workflows, data exchanges, integration dependencies, and operational impacts across multiple workstreams and Scrum teams.
  • The Business/Systems Analyst will work closely with Product Owners, Scrum Masters, Technical Leads, enterprise architects, vendors, Federal stakeholders, and end users to translate modernization objectives into clear, actionable requirements and support high-quality outcomes across the system development lifecycle.

Responsibilities

  • This role will work across business stakeholders, Federal users, vendors, architects, and agile delivery teams to define current-state and future-state workflows, clarify business needs, document functional and non-functional requirements, and support incremental capability delivery while maintaining continuity of the legacy system throughout the transition.
  • This individual will analyze and document requirements for a modern integration layer that enables new vendor-delivered capabilities to interface with legacy components as the modernized platform is built out over time.
  • The role requires strong analytical judgment and collaboration with Product Owners, Scrum Masters, Technical Leads, enterprise architects, vendors, executive leadership, and Federal stakeholders to support alignment with platform architecture, governance standards, release readiness, and program objectives.
  • Elicit, analyze, document, and validate business, functional, non-functional, data, reporting, workflow, and integration requirements for a large-scale platform modernization program delivered through iterative agile execution.
  • Develop current-state and future-state process flows, business rules, user stories, acceptance criteria, use cases, interface requirements, and operational impact analyses to support incremental modernization.
  • Support modernization workstreams across the application development lifecycle, including integration-layer delivery, legacy coexistence, testing, deployment, training, and rollout activities.
  • Collaborate with Product Owners, Scrum Masters, Technical Leads, enterprise architects, vendors, and Federal stakeholders to refine backlogs, clarify scope, manage requirements traceability, and support prioritization of incremental capabilities.
  • Identify and document legacy coexistence considerations, including workflow continuity, system-of-record decisions, duplicate processing paths, data synchronization, testing scenarios, operational readiness, and transition impacts.
  • Support requirements reviews, design discussions, sprint planning, backlog grooming, demonstrations, user acceptance testing, defect triage, change impact assessments, and release readiness activities.
  • Maintain analysis artifacts, including requirements documentation, process flows, user stories, acceptance criteria, traceability matrices, decision logs, interface coordination materials, and stakeholder communications.

Nice to have

  • Experience supporting platform modernization initiatives within enterprise or government environments.
  • Experience supporting federal or government IT programs involving legacy system modernization, shared services, interoperability, or phased capability delivery.
  • Experience supporting multi-vendor delivery within a common platform architecture, including alignment to shared standards, interface dependencies, release readiness, or governance expectations.
  • Experience supporting projects with a focus on user experience, workflow simplification, operational continuity, and adoption during modernization transitions.
  • CBAP, CCBA, PMI-PBA, Certified ScrumMaster, SAFe, or similar business analysis, systems analysis, agile, or scaled delivery certification preferred.
  • Knowledge of emerging AI and Generative AI capabilities and a demonstrated ability to identify opportunities to enhance business analysis processes, documentation standards, and reporting through responsible AI adoption.
  • Understanding of change management principles and organizational readiness activities.
