About the role

Develop and implement institutional strengthening and capacity-building plans for project stakeholders.
Support organizational restructuring, role definition, delegation frameworks, and process optimization initiatives.
Design and deliver training programs, workshops, and knowledge-sharing initiatives for utility staff and stakeholders.
Support change management initiatives to facilitate adoption of new systems, technologies, and operational practices.
Prepare progress reports, capacity-building plans, training materials, and institutional assessment reports.
Support implementation of digital transformation and modernization initiatives within the utility, where applicable.

Assess the existing institutional framework, organizational structure, and operational processes of the implementing agency.
Identify institutional gaps and recommend strategies for strengthening organizational effectiveness, governance, and service delivery.
Assist in the development of Standard Operating Procedures (SOPs), operational manuals, guidelines, and institutional policies.
Review and recommend improvements in asset management, customer service, performance monitoring, and utility management practices.
Establish key performance indicators (KPIs) and performance monitoring mechanisms to improve organizational efficiency.
