Responsibilities

  • Develop and implement institutional strengthening and capacity-building plans for project stakeholders.
  • Support organizational restructuring, role definition, delegation frameworks, and process optimization initiatives.
  • Design and deliver training programs, workshops, and knowledge-sharing initiatives for utility staff and stakeholders.
  • Support change management initiatives to facilitate adoption of new systems, technologies, and operational practices.
  • Prepare progress reports, capacity-building plans, training materials, and institutional assessment reports.
  • Support implementation of digital transformation and modernization initiatives within the utility, where applicable.

Skills

  • Assess the existing institutional framework, organizational structure, and operational processes of the implementing agency.
  • Identify institutional gaps and recommend strategies for strengthening organizational effectiveness, governance, and service delivery.
  • Assist in the development of Standard Operating Procedures (SOPs), operational manuals, guidelines, and institutional policies.
  • Review and recommend improvements in asset management, customer service, performance monitoring, and utility management practices.
  • Establish key performance indicators (KPIs) and performance monitoring mechanisms to improve organizational efficiency.
